Wakashio's Skeleton Crew: Mauritius Oil Spill Ship Was 17% Understaffed

The Japanese vessel that caused the oil spill in Mauritius, the Wakashio, had been travelling with a skeleton crew, 17% below what was legally allowed. It now turns out many had stayed on board beyond what was authorized due to Covid-19. There could be serious legal implications for this.
